Anyone physically located in Texas at the time of the visit. You do not need to live near either office.
What can be treated by video?

What needs an office visit?
Annual physicals, ear exams, strep and other in-office testing, injections, and any evaluation that requires a physical exam or is required in person under Texas and federal prescribing rules.
